Are the inmates running the asylum?

According to this news story, the inmates are actually running the prison.

An inmate in a New York jail intervened to break up a fight between two guards at the jail. The inmate apparently sustained some sort of injury requiring medical attention, although the exact nature of the injury has not been officially disclosed. The inmate broke up the fight because he didn’t want either guard to be fired.

The guards have been suspended without pay, although apparently they haven't been formally charged for the little melee.
